Everyone can learn the rules of a language and use it correctly in reading and writing with persistent practice and learning.
However, the problem that the student always has to encounter is exposure; enough exposure. That is why I consider it really important for the student to be constantly surrounded by the language itself. Being conversation, movies, documentaries, entertainment; the more the better. My approach to a student's learning abilities is supported by motivating them to learn more than the language itself; its culture, norms, history, etc. By making the subject at hand interesting to the audience, the student not only learns faster, but also enjoys it more throughout.
